Since 2009 I have worked on the methods and annual updating of the Northeast Asia Defense Transparency Index, which measures transparency among six states in and around Northeast Asia in eight areas (my data is available via IGCC):  Disclosures of defense white papers,  Website information,  Reporting to the United Nations,  Openness of defense budgets,  Legislative oversight,  Robustness of press independence,  Disclosure on cyber activities, and  Reporting of international military activity.  Thanks to Eddie Maleski (IRPS) and Jon Lindsey (IGCC) at UCSD for advice on methodology, measurement, and construct validity issues.
